Applying for service
All applications to establish new service, or to transfer sewer service at the time of sale, must submit a fully completed written application (“Wastewater Service Application”) for each connection to the District.

Transfer of home/condo service
All new property owners are welcomed to the District with a complete New Customer packet explaining the District's billing policies and other valuable information. All new customers must submit a fully completed Wastewater Service Application.
If you are purchasing a home or condo within BVWD's service area, sewer services are not interrupted upon a change of ownership. The new owner's name is associated with the property only once the Wastewater Service Application and the Grant Deed have been received by the District from the title company handling the transaction. If you are using an out-of-town escrow company, make sure they are aware of this requirement.
New home service
For new construction, property owners must submit a Wastewater Service Application and pay all applicable fees (application, connection and capacity fees) prior to the issuance of a permit to connect to the wastewater system. The applicable monthly sewer service charges commence the first month following the issuance of a certificate of occupancy by the County, occupancy of the property, or 24 months, whichever occurs first.
