Formed in 1968 pursuant to California Water District Law, Division 13 of the Water Code of the State of California, the Bear Valley Water District's mission is to provide safe, efficient, reliable and compliant high quality wastewater services at fair and reasonable prices for the greater Bear Valley community as well as to preserve and protect the environment for future generations.

Billing & Payments
What are the current sewer service rates?
Residential is a flat $118.30/month, billed quarterly at $354.90. Non-residential customers are billed by actual usage at $0.083/gallon or the $118.30 commercial minimum, whichever is greater.
How do I sign up for paperless e-billing?
Enroll in paperless billing to receive electronic bills at zero cost — available whether you pay online or by mail.
How do I pay my bill online?
Make a one-time payment by credit or debit card (2.9% + $0.30 fee, posts in 2 business days), or enroll in automatic direct debit from your bank account at no cost.
Who do I contact with billing questions?
The District's Office Manager handles billing questions and account changes. The office is open Monday–Friday, 9AM–5PM (closed for lunch 12–12:30PM).
What happens when I apply for new service?
New property owners receive a complete packet explaining the District's billing policies and other need-to-know information.
Sewer System & Environment
Who's responsible for sewer lateral repairs — me or the District?
The District maintains the public main sewer lines and public lower laterals. Property owners are responsible for the private upper lateral (“side sewer”) running from the building to the main connection.
Why shouldn't I pour fats, oils, and grease (FOG) down the drain?
FOG coats and clogs pipes, causing backups into homes and sewer system overflows. Scrape, cool, and dispose of FOG in the trash instead of the sink.
How does the District prevent sewer overflows?
The District regularly cleans and inspects its ~17-mile collection system (160+ manholes, multiple pump stations) under state Waste Discharge Requirements to prevent sanitary sewer overflows.
What regulatory permits govern the District's wastewater operations?
The District is regulated by the State and Central Valley Regional Water Quality Control Boards under multiple permits, plus the Federal Clean Water Act.
How can I prevent frozen or burst pipes in winter?
Disconnect and drain outdoor hoses, cover foundation air vents, open cabinet doors near exterior walls, and insulate exposed pipes in crawl spaces, attics, or garages before winter hits.
